As a foster carer myself, I'm often struck by the differences in the careful and well-planned way that children are transitioned to their adoptive parents, compared to the rushed and urgent way they are often brought to the foster carer. My experience is that about two-hour's notice seems to be the norm - it's important for adoptive parents to know what their children are likely to have been through.
